Re:        Cola, Trustee Run-Off Election Results, Benevolent Fund, Year-End Update

Dear Pension Fund Members:

As you are probably aware, the financial markets have taken a downward turn in 2008 and as a result the plan's actuary was not able to approve a cost-of-living adjustment (COLA) for our retirees going into 2009. However, your pension benefits are secure and when the market rebounds sufficiently from an actuarial standpoint, COLA's may be reviewed again perhaps before year-end of 2009. The pension board will have a pension bill introduced in the 2009 legislature which will strengthen our investment section and provide more flexibility with COLA's. This should prove to be a positive for our pension plan going forward.

The results of the run-off for the pension board trustee whose term begins in January 2009 are:

Keith Johnson 464
Danny Stamper264
Total728

Congratulations to Keith Johnson who will begin his 3 year term in January 2009! The pension board would like to thank Danny Stamper for agreeing to run for this position as well. Also a big THANK YOU goes out to Phil Jack who has served a total of 9 years on the pension board! Phil is completing his third 3-year term this year and decided not to run for a 4th term. The pension board appreciates everyone who participated in this election and run-off process. .

On behalf of the Austin Retired Fire Fighters Association (ARFFA), we are including a reminder to get your ARFFA membership forms in. This association strives to keep retirees and beneficiaries actively involved with their pension plan. Eventually their information may only be able to be sent to their members on file. They operate only on donations for now, rather than dues. Membership forms and donations can be sent to ARFFA, c/o Delbert Cain, 4904 County Road 210, Bertram, TX 78605. Beginning in January '09 ARFFA meetings will be held the first Tuesday of each month at the pension office, 4101 Parkstone Heights Dr, Suite 270, at 9:30 a.m.

Also, don't forget the retirees' breakfast group which meets the second Wednesday of each month at about 8:30 a.m. For now they meet at Casa Garcia's, 1000 S. Lamar (Just south of Barton Springs Road). Casa Garcia's number is 851-8684. Call Charley Casey with any questions at 576-1642.

A copy of our 2007 annual report is also included. On behalf of our board and staff, we hope you have a safe and happy holiday season!

Sincerely,

William E. Stefka
